CB plugin to verify users mobile numbers by SMS

I have Joomla 1.5.26 & CB 1.8

I want to create a CB plugin that will send a code by SMS to users mobile to verify mobile numbers.

The plugin should :

- check if the user mobile is verified yet or not on user visit, if not, user must verify mobile number to continue using the site. (user can post pone verification for 3 times max).

- if the user want to change his mobile number later he can, but the new number must be verified.

- The plugin will mot allow same mobile number to more than a user.

- It should work with the html api from my provider.

MOST IMPORTANT: This hack should not change any cb or joomla files, it should be stand alone so I can upgrade joomla or cb later on.
