- People with a community service ethic, who value the places where they live.
What our design should communicate
It should communicate the sense of pride people can gain by working for the cities in which they live. The work has meaning.
Humour could be very effective. There are lots of negative stereotypes about city workers. (ie, 5 guys to fill a single pothole; hour long coffee breaks; boring bureaucrats sitting in cubicle farms, etc.) An effective design might - but doesn't necessarily have to - play on these images

We have several. See http://www.civicjobs.ca and you'll a number of them flashing on the home page.
First impressions on our design should be
"I never knew that working for a municipality could be so interesting, and that there were so many different opportunities."
We want this in our design
The only things that are mandatory:

"People are drawn to local government work for a variety of reasons. For many, it's about personal job satisfaction - working to make your community a better place can be an extremely rewarding experience. Others find the variety of work appealing. In small communities in particular, it's not uncommon for people to wear multiple hats.
Another reason why people are drawn to local government is job security. While it's true that no job is ever 100% secure, local government jobs are often less susceptible to economic downturns relative to other segments of the workforce. This makes sense, when you consider the nature of most local government services. Whether the economy is good or bad, roads will always need to be maintained. Water will always need to flow through your taps. Fires will always need to be fought.
Consider as well that local government employers can offer:
- Competitive pay.
- Varied work schedules (Full-time; part-time; temporary; seasonal; on-call).
- Continuous professional learning and development opportunities
- Generous vacation allowances.
- Wellness programs.
- Pension and saving plans.
- Comprehensive health and dental benefits.
Are all local government employers the same? No. Local governments, like the people who live and work in each community, are extraordinarily diverse. The rewards can vary significantly from place to place."
